After being hit on the head with a pan, Popeye dreams of Olive Oyl as president.
At a fair, Bluto organizes rides with the hot air balloon. As usual, Bluto doesn't know how to approach Olive and the situation escalates. Eventually, Popeye intervenes and saves Olive.
Popeye and Olive are on a safari in Africa. Bluto is Tarzan. He kidnaps Olive and summons the animals from the jungle to tear Popeye apart.
